Valmiera Region Municipality announces a selection competition for the recruitment of a cooperation partner for the implementation of the project application “Development of Industrial Territories in Valmiera State City – Promotion of Military Production” within Measure 5.1.1.1 “Infrastructure for Business Support”

Valmiera Region Municipality, in accordance with the Council decision, announces a competition for the recruitment of a cooperation partner (merchant). The competition is organized within the framework of the European Union Cohesion Policy Programme 2021–2027, Specific Objective 5.1.1 “Promoting integrated social, economic and environmental local development, cultural heritage, tourism and security in functional urban areas”, Measure 5.1.1.1 “Infrastructure for Business Support”.

The objective of the project is to develop public business infrastructure, facilitating the attraction of investments and the creation of new jobs in the industrial territories of Valmiera State City.

Key Requirements for Applicants

• The applicant operates exclusively in the military sector.

• By 14.05.2026, an assessment from the Ministry of Defence must be received regarding the project’s compliance with national security and defence interests.

• The project shall not involve dual-use production neither during the implementation phase nor during the depreciation period.

• At the time of submission of the application, the applicant must not be in financial difficulty, and tax debts must not exceed 150 EUR.

Financial Conditions and Indicators

• The minimum total eligible costs of the project idea are 200,000 EUR, while the maximum ERDF funding is 5,000,000 EUR.

• Target indicators (minimum requirements):

  • Increase in the payroll fund by at least 1/3 of the granted ERDF funding.

  • Amount of non-financial investments by at least 1/3 of the project’s ERDF funding.
