Construction of the railway network in Valmiera Industrial Park starts

Valmiera Municipality Government continues to implement the Next Generation EU project “Development of Valmiera Industrial Park”, which is the largest ever investment for business development in Valmiera Region and Valmiera to promote the long-term economic development of the entire Vidzeme region and the well-being of its citizens. By the end of 2025, a new area ready for industrial production will be available for local and international investors. Construction of the Valmiera Industrial Park infrastructure started eight months ago and has been active throughout the winter period.

One of the strategic advantages of the park is the possibility to use a railway with a loading/unloading (logistics) yard and two receiving-shipping tracks. A total of 2.3 km of broad-gauge rail network and a 0.8 km long connection to the public railway are planned for the park area. Work has already started successfully with the connection to the public railway and the start of track construction. The intensity of construction works will be increased in April and May.

The connection to the public railway is made outside the park area along the existing main track of the Valmiera – Bale section. The railway embankment to the park area is currently more than 70 % complete. In addition, 300 m of the total 720 m have been laid. The 443 m section of the main track will be rebuilt in sequence and relocated to allow sufficient space for the construction of an access road in the P18 overpass area.

The construction of the internal railway network infrastructure has also started in the Valmiera Industrial Park – the railway embankment trench and the railway drainage system have been fully constructed, and 175 m of rails and sleepers have been laid. Concrete works are also in progress for a loading/unloading (logistics) yard of ~44 600 m2 with a load capacity of 60 t for loading and unloading of rail freight.

15 lighting poles were also installed at a height of 25 m to provide lighting for public parking areas, railway and road infrastructure. The construction of utilities (main water supply and sewerage network) on Ozolkalns Road is also almost complete. The construction of two public parking areas (for cars and trucks) and other works foreseen in the project are continuing.

The necessary documentation has also been arranged to start the construction of the electricity infrastructure in the coming months. From 31 December 2025, 15 MW of electricity will be provided, with a power generation capacity of 9.8 MW, and can be increased up to 100 MW if needed for the tenant.

In parallel with the construction works, potential investors are being attracted for the construction of industrial buildings, leasehold improvements, internal engineering networks and connections to trunk networks. Businesses may acquire the right to use parts of the Valmiera Industrial Park territory through open auctions of development rights. On 9 April, auctions were held for two industrial development areas of 23.7 ha and 12 ha. One eligible application has been received for the larger site and a successful bidder has been identified. For the smaller site, a new auction will be launched. The auction for the lease of the railway infrastructure and logistics yard will be launched in the first half of this year. The infrastructure works are being carried out with co-financing from the Next Generation EU of EUR 20 million under project No 3.1.1.i.0/1/23/A/CFLA/008 ” Development of Valmiera Industrial Park” (Phase 2 development, 57 ha). According to the tender results and contracts, the construction works in Valmiera Industrial Park are carried out by the following construction companies: the Association of Suppliers “ACB8”, “Limbažu ceļi” Ltd and the Association of Suppliers “VIP ACB&R”. Valmiera Municipality Government is constructing the engineering networks together with the project partner “Valmieras ūdens” Ltd, which will provide water management services in the park area. The total budget of the project is EUR 24 030 609.68.
