Valmiera Municipality Government is developing a new industrial park of national importance for the development of smart specialisation manufacturing companies in the Vidzeme region in the Valmiera Industrial Park on a 57.55 ha plot of land. Within two years, the Valmiera Municipality Government, with the support of the Next Generation EU, will provide potential tenants with a logistics connection for freight transport by public railway, access to industrial electricity, the possibility to connect to utilities, as well as industrial development, offering a lease or development right term of up to 70 years according to the amount of investment made.
Pre-construction works, procurement procedures and contracts for construction, construction supervision and author supervision have been successfully completed. In August, 2024, earthworks started in Valmiera Industrial Park to prepare the construction area. The most important and strategically significant part of the overall construction project is the construction of a 2.3 km long broad-gauge rail network within the park and a 0.8 km long connection to the public railway. The availability of this connection will ensure the competitiveness of the industrial park in Latvia, as well as expand the freight transport and logistics opportunities of the Vidzeme region. The construction works will also include the reconstruction of the existing main track in the Valmiera-Bale section, as well as the construction of one loading-unloading and two receiving-shipping tracks. According to the tender results and the contract, the construction works will be carried out by the ACB8 supplier association.
Valmiera Municipality Government, in cooperation with Valmieras ūdens Ltd, which will provide water and sewerage services in the park area, has also started construction of the rest of the Valmiera Industrial Park infrastructure to prepare the area for the development of industrial production. At the beginning of the internal railway network, a large industrial area with concrete cover for material handling and storage (~44 600 m2 with a load capacity of 60 t) will be built. A utility corridor (trunk water and sewerage networks) will also be constructed. Ozolkalna Road will be used for this purpose and will be hard surfaced after the works. Work will also be carried out to create two large and illuminated parking areas, fencing of the tenant area(s) and green infrastructure. These works will be carried out jointly by Ltd Limbažu ceļi and the Association of Suppliers “VIP ACB&R”, according to the results of the tenders and contracts.
The construction of the electricity infrastructure to provide the electricity capacity required for the industrial production and functionality of the site will commence after the conclusion of the procurement procedure organized by the joint stock company “Sadales tīkls”.
The construction of the railway and the park infrastructure is carried out within the framework of the project No 3.1.1.i.0/1/23/A/CFLA/008 “Development of Valmiera Industrial Park” implemented by the Valmiera Municipality Government. Total project costs EUR 23 761 723.12, total eligible project expenditure EUR 21 782 120.57, European Union Recovery and Resilience Facility funding EUR 20 000 000. The indicative implementation period of the project is 31 December, 2025.
Valmiera Municipality Government plans to announce auctions of lease or development rights in the second half of this year to offer the opportunity for entrepreneurs to start their business activities in the above-mentioned territory.
